By precedent, the IP version field does not have a strict ordering semantics.
ST is IP version 5, but it is not the successor to IPv4.

Everyone else seemed quite happy with the idea of skipping right over
version 6 and assigning version 7 to the successor of IPv4.  That can
still be the case if SIP gets version 6 and is not chosen to succeed
IPv4.
