It is just a simple number assignment and no amount of flaming by you
is going to change that.

An announcement to the development mailing lists of SIP and IPAE that
they had reached a stage where the assignment of such a number was
useful is a significant and happy event that I would only expect to be
advertised. Is there any reason to believe that other proposals would
not be assigned numbers on an equal basis?

There are 14 free values in this field and only a tiny number of
efforts that are trying to really deploy some test code. I wasn't
active back then but it seems to me that this is roughly what happened
last time, with IP version numbers 1 through 4 being assigned pretty
rapdily.

>Is there an Internet Standard SIP document somewhere?

The most you could ask for is an Experimental RFC. There is absolutely
no requirement that a standards track document exist for assigning
version numbers or port numbers.

>Does this mean that Jon can assign numbers as he sees fit?

That's right. It's his job and it I see nothing wrong with his judgement.
