zh-xiang etc. are not referenced anywhere.  zh-hakka has a
reference from i-hak, it appears in a Preferred-Value field.

Similarly zh-cmn appears in the Preferred-Value of zh-guoyu,
and at the moment there's no subtag cmn.  A dangling pointer.
