A quick web search shows several instances of extlang tags.  In many cases it seems that many of these "jumped the gun" with the description in RFC4646.  This includes several best practices docs and other sites.  The W3C's site even implies that zh-cmn should be used. (it does say that its "pending" but then pretty much describes extlang's as fait accompli.)
