I have added an IETF109 section.  I'm sure that many will have commits.

WG chairs: I stated my opinion here as I was asked to.
I'm 80% happy with the arrangement that we have.
Or to put it in RFC7282 (Consensus/Humming) terms:
   I do not prefer the current situtation, but I can live with it.
