We do have a requirement saying:

 REQ16:  The mechanism MUST allow the SIP-PBX to provide its UAs with
           public or temporary Globally Routable UA URIs (GRUUs)
           [RFC5627].

So, doesn't that mean that unless the GRUUs are provided by the SSP, the PBX has to generate them itself?
