Sorry for perhaps not catching on, 
but are you suggesting setting up a single account for all of the directorate
and using "Google Tasks" to aggregate the review statuses ?

While this could work, I think there are perhaps better options.

The simplest would be just maintaining a table with draft-name + reviewer + status + date
on a wiki.

As a reviewer for several academic journals I know they have tools
(much too advanced for our present needs)
that select the most appropriate reviewer(s), send them emails,
receive their acceptance/rejection of the task, 
send email reminders when the due date approaches, 
input the review, etc.
