I think the design team notion is basically sound - as long as we
take pains not to let it become abused (for instance, once the DT
output has been brought to the WG, the remaining work needs to be
openly accessible). The aspect of design teams which raised the
most significant concerns with regard to liability centered around
anti-trust and restraint of trade issues. 

Vint
