    Hence, we didn't really see the need to talk about design teams. It just
    appeared to be a place where we wind up overspecifying the system, and run
    the risk of putting our feet in our collective mouths, to boot.

And my point is that I think your (collective) view represents
reasonable theory and poor practise.  I've watched the reality of
unofficial/unacknowledged design teams constantly cause tension
and believe that this only will get solved by dealing with it
explicitly.
