Number portability doesn't apply to URIs like 
"sip:"jon.peterson@neustar.biz". (I have no expectation that I can port 
sip:pkyzivat@cisco.com to pkyzivat@alum.mit.edu.)

Number portability pertains to telephone numbers. The reality that we 
paste telephone numbers onto domain names to form SIP URIs confuses the 
issue. In general doing so in no way implies that the domain has any 
responsibility for or ownership of the phone number.

If we always used tel URIs for phone numbers then this would be clearer, 
though no easier to solve.
