I was at the meeting, and I think my hand is included in the "all MAYs"
above.  My personal opinion was that regardless of licensing terms, I
think having known IPR on something that we recommend all TCP hosts to
do is distasteful.  Since the tcpsecure solution isn't generally useful,
but only needed for specific cases, and the antispoof document described
alternatives, I don't feel that the benefits of SHOULD outweigh the
downside, so I'll say "all MAYs" again.
