I'm sure there are cities in the world without homeless people, and where
a lone person taking a walk at night is perfectly safe. In most cities
I've visited, there are people begging, and everywhere I've been it's a
better idea to walk together than alone at night. In Atlanta, there are
people who will ask you for money (or try to sell you a car), and a lone
person taking a walk at night is relatively safe.

I've seen a fair police presence here. Police are generally friendly and
professional.

It is startling to me that one would walk alone at night in a city. It is
not a good time for a stroll.
