Hi Jouni and all,
Here are some of my comments about the charter draft.

In the third paragraph, it says that "...Routing based proposals must not propagate routing updates outside the IGP routing domain...", I am wondering
why this is emphasized routing updates must not propagate outside the IGP routing domain? Is there any specific consideration on this?
