I am quite sure I wrote nothing inconsistent with that rule. It was John who first used the word "observer" and it is certainly the case that observing the process was a vital part of the job I did when present as ISOC liaison. I wrote "I did not consider it appropriate in that role to do anything within the committee beyond *observing*..." because that is what I felt. (I am quite sure that when asked for a personal opinion, I gave it, but I certainly never gave an "ISOC" opinion.)

I participated under the rules of RFC 3777, but its definition of the liaison role is about the same. That didn't change what I felt was appropriate.
