Beyond that, to be on our nomcom you have to be an active IETF
participant, viz the 3 out of 5 meeting rule. The diversity issues on
the nomcom are an effect of the diversity issues in the IETF as a
whole, and we're not going to solve either by dropping in outside
people whose only qualification is that they check some distribution
box.
