As I said I am all in favour of this draft, but for the sake of logic, I will note that whenever a policy change is introduced and it favours group A by disfavouring group B, it is pretty normal for all the complaints to come from group B :-) The complaints from group A, if any, usually take the form of "you think this favours us but in fact it does not".
