	last time I went through this w/ my legal advisor,
	the general thrust was that the publication of the
	ID involved a "contractual" set of obligations on
	the parties.  When I allowed ISOC/IETF to publish
	my draft, they agreed tocertain terms/conditions.
	One of those terms/conditions was a limited period
	of publication, after which, the rights revert back
	to the author(s).
