So I thought that the Linux kernel did this, but I discovered my long-lived
SSH session on my newly-re-installed laptop (with temporary addresses enabled
by default. I had turned them off on the prevous install) died yesterday
morning.

My opinion is that we should re-open the SHIM6 work.
