It is seeming that way. That is, when an RFC is informational, it is fine for the MIME media type registration to be for the individual who created the document. When it is an IETF-originated document (as this is now becoming), the change controller for the MIME type should be "IESG <iesg@ietf.org>". I have checked with our ADs, and they agree on this.
