I have been watching this debate with curiosity ....

Folks which propose to reuse ELI for MNA are just pragmatic and there is
technically nothing wrong with using Bruno's encoding to include more
information in the stack entry following ELI indicator. If hardware can
support MNA it can support it irrespective of actual value of label
indicating new data. If it can not support MNA it will continue to use ELI
function of it. After all MNA is said to be deployable when network
elements are capable of handling them.

On the other hand different group of folks say - let's use new special
purpose value to clearly demux entropy labels with new MNA. That I must on
the surface is indeed cleaner. Sure ELI SPL will be wasted if new LSE will
also take entropy into account. And it should take entropy into account to
limit the size of the label stack in each packet.

IMO I would support reusing ELI for MNA and instead using new SPL for my
RAF proposal ...
