I wouldn't say purposely, we've gone to a lot of effort to keep them as
stable as possible, however, there are times where network events could
cause a current lease to become stale (or invalid), and for the new lease
to contain a different prefix.
i.e.  If our transmission team decide to re-home a metro area, or if the
capacity planning team decides to rebalance between BNGs.

We don't offer truly static PD assignments as we don't have to build and
maintain a topology aware IPAM <-> RADIUS service, when we can simply let
the BNG/DHCPv6 server deal with assignments dynamically.
