I understand that running tools has costs, and that this has to be paid 
for. There are at least two valid options. First, whoever provides the 
tool eats the costs, maybe because using the IETF participants will be a 
great test of their tools, or maybe because it will increase the 
visibility of these tools. Second, the IETF pays for using the tools. 
What is not an option is a quid-pro-quo in which the provider supplies 
the tools and the IETF supplies targets for surveillance capitalism.
