Well, as a technicality, I don't see that this draft was ever adopted by the WG. 

That is, however, almost entirely irrelevant to getting it published; it's our job to make the process machinery serve the IETF and the larger community, not the other way around :-) 

Tim and I will confer on the discussion since Prague and propose a path forward shortly.
