Another case:  LKML sends in-clear.  I'd ague that this is reasonable
since a) the information is supposed to be public anyway, plus
b) the sending system is handling a high load, and adding that for
encryption will significantly increase costs.
The argument in favour of encryption here would be: anything that
can be done to make the spooks lives harder in doing pervasive
data-gathering will dissuade that policy.
