Confusing strings "v=spf1" and "spf2.0" is not impossible,
but difficult enough, no change needed.

Only if you strictly use different local parts in PRA and
MAIL FROM, otherwise you can't be sure what the other side
actually tried to check.  Example with a fresh snapshot:

I'm not interested to experiment with PRA for my mail, let
alone with mails of others.  It's no rocket science to tell
precisely where, when, and why this cannot work.

If you're looking for the next guy saying "whatever you do,
give it to ITU or to anybody, but not to the IETF", then
you've found him.  I despise "opt out" schemes.
