Well, yes and no… Most of the scopes that are defined have extraordinarily variable
meaning:
	Admin-Local
	Site-Local
	Organization-Local

However, yes, Interface, Link, and Global are well defined even though it is common for
people to fail to grasp the difference between interface-local and link-local.

I will, however, argue that link-local scope is well defined as a scope for IPv6 addresses in fe80::/10.
