This I-D doesn't seem to list anything that goes wrong in applications, 
let alone how applications are following the specs and getting it wrong.

So I don't see how this I-D helps.

We have a clear policy table for source and destination selection. I don't
see anything in the draft that suggests that the table is wrong.
