Isn't it clear enough that the definition of ULAs as "global scope" 
contradicts the definition of global scope from RFC4007?

That, from starters, needs to be fixed.

Any library or macro that follows the definition of ULAs as being 
"global scope" will lead to ULAs leaking out of their zone, as e.g., 
posting them in the DNS. Because they are defined as "global scope", 
when they are not.
