Maybe your experience is different from mine, but that would always be my 
starting assumption unless I had specific reasons to think otherwise.

The most plausible specific reason would be that the IETF was able to feed 
the hotel network from the conference network, as they did at the Quebec 
Hilton.  That was certainly nice, but I suspect the IAOC would have a lot 
of trouble finding a sufficient set of venues and hotels that could all do 
that.
