That's what I thought at first too.  Unfortunately, it doesn't work,
because there is no explicit way to say "there is no Suppress-Script
for this language".  So if Hani is the Suppress-Script for 'zh' (as is
appropriate), but if there is no dominant script for "zh-nan", then if
there is Suppress-Script inheritance, there is no way to specify the
correct Suppress-Script header for 'nan'.
