Gosh, I hope not.

My focus is currently only on the STIR effort. The use of json/jwt has 
been raised, discussed, and justified solely within the STIR wg, from 
what I've read of the archive.  So it can and should be considered 
within STIR.

If the comments have applicability beyond STIR, that's fine but that's 
not my immediate concern.  Feel free to copy them over if you wish, of 
course.
