I have a clarification question on the last part of the charter, where it gives this objective for a BCP:

"- guidelines for deployment models that minimize issues with pervasive monitoring, commercial use of DNS data, and other privacy concerns"

Assuming that we want to keep the BCP part in the charter, what is the purpose of listing explicitly those three categories of issues and not others? There are several other types of issues that are created by certain choices of deployment model, e.g. on network security, on jurisdiction, on content/access control, on competition, on centralization... Would these not be minimized by the proposed guidelines?
