please stop using the word 'intended' and it's friends.  joseph ii had
wonderful intent, but did not succeed.

how about 'will be chartered to only do X.'  'will not by charter' etc.

and let's see the revised charter.

note that ipv6 MAC-derived EUI addresses were intended only to map
identity to location.  they are a privacy disaster.
