in a minor sort of way there are quite a lot of these using various 
encapsulation mechanisms (openvpn, ipsec, gre, etc).  ULA works fine for 
this, but if you want publicly registered PI address space, that would 
obviously work even better.

Incidentally, the RIPE address policies deliberately do not specify 
whether the multihoming requirement is public or private, so 
interconnecting over one of these private networks should be sufficient 
justification, as long as you can provide some evidence.
