Hi Nico,

The argument to have a central registry assigned has been made before (
https://www.ietf.org/archive/id/draft-ietf-ipv6-ula-central-02.txt for
example).  It has not found consensus, for reasons which mailing list
searches would be more informative than I can be.

If the community does someday decide to take that route, an effort to
determine who should run the service will be needed, because the query
interface, database integrity, and data management practices will need to
be well sorted.   (The problem is, after all, approximately as complex as
running an RIR).  I am not sure, once those have been sorted, that it is
practical for the service to be free; "free" would mean "subsidized by
someone", basically, and that has a variety of potential issues that would
also need to be considered.
