I don’t think $250 is the right number for this, it is the current minimum
number for ARIN region. Should it be less, yes it should be, at least for
community networks, in my opinion, but who qualifies and under what terms.

Community networks aren’t the only ones that want something like ULA-C, and
plenty of the others that want ULA-C can and should pay their freight.
Plenty of corporations want address space that is filtered by default in
the DFZ but they can associate and secure communication with their business
partners, and know for sure it is a particular business partner.

I’m not sure all users should get ULA-C for free because one class of user
needs it to be free and is probably justified to receive it for free.
