For the original extension fields, I agree. What I meant are the new
extensions fields that have been defined in the recent past.

Of course, not.

However, the basic packet is what provides the basic information that is
available to the algorithms that exchange the packets.

Since most systems use UTC or local time derived from it, that is IMO
what should be in the base packet.

If systems support or even need TAI, you can provide the necessary
information in an extension field. Similar with authentication like NTS.
