It's certainly a very good starting point for discussion.
We've got a couple of options for publishing text on client
behavior.  One would be to propose some text for inclusion
in 6962bis.  Another would be to write up a draft, start
a discussion, and see if there's interest in picking it up
as a working group document.  Publishing a draft should not
be seen as a big deal - they're used in the IETF in a number
of ways, including as scratch pads for ideas/discussion.

You might also wish to open an issue in the issue tracker.
