Ah, so I see I was mis-reading that. I see this was correct, to avoid 
other people's mistakes, could we just replace the word by saying who 
the phrase refers to perhaps?

“The operator MUST NOT alter the end-to-end L4S ECN identifier from
     L4S to Classic, because an operator decision to exclude certain 
traffic from
     L4S treatment is local-only.”
