It might pay to retrieve the feedback that was provided on the experiment.  The IESG did collect feedback.  My sense was that this was widely consider to have not worked, mostly for the reasons that Bob describes.  This layout worked (and works) really well for interim meetings where there are fewer attendees, but it didn't work for the larger meetings.
