It is a very hard task to balance the AC for a meeting room that is 
empty and then has 500 people in it and is then empty again.

you have to front end load the waste heat removal or it's going to be 
rather windy, the room is therefore cold when empty.

each human should be roughly 400 joules an hour plus laptop.
