Well ... if WG does not agree to use common header then it is up to the WG
to decide how to proceed otherwise. Luckily this is IDR chairs decision how
to structure the next steps.

Not at all ... Jakob never came to any wide community authors before last
IETF. So this topic is as old as last Berlin IETF.
