Well, you'd think and hope that would be the case, but it seems
there's always somebody/somebodies around who wasn't part of the
core team and who doesn't actually agree, and those dissenters
can slow the process down a *lot*.  It may be the case that easing
the amendment/revision process can provide a tool for pushing
through documents around which it's difficult to get consensus
but I haven't really thought it through.
