Staff, equipment, services, network capacity. I don't think this is mysterious, although I don't personally have the data to make a cost estimate. Since meeting revenues have been part of the IETF's budget for more than 30 years, and for many of those years they also partially funded ongoing Secretariat expenses, I don't find any of this surprising, except for the short notice of the actual fee structure.

Certainly, we now have some discussion of principles to complete quite urgently.
