Well, nobody can implement a flag that doesn't exist. if the flag did
exist, I think it would make sense to implement it. The most obvious thing
to do with it would be to reduce the DHCP  client exponential backoff or
perhaps even give up on DHCP altogether if it did not succeed within a
given timeout.
