Section 4 clearly indicates that notification of the operator is part of the desired procedures.

As previously noted, the source of the issues may not be under administrative control of the network whose PE is issuing the ORF.

That is not the submitted proposal.

Your objections during this adoption call are noted and have become repetitive.  Feel free to comment on the mechanics of the proposal, but otherwise please cease commenting on the problem space.
