Item #1 and #2.  For #3, please see the CAR/CT discussion from 7/15 to 7/31.

Item #1:  In phrases like “during import RDs are rewritten and RTs are not”,
please be specific on what vendors support and do not support.
This helps us understand how you are supporting your logic.

Item #2: When stating things like:
 “If you like to complicate your import and keep tons of
run time import stats for no legitimate reasons no one will stop you”

State as:
IMHO, “If you like to complicate your import and keep tons of
run time import stats for no legitimate reasons no one will stop you, but… “

Route targets (specifically) are intended to discuss destinations for routes, not their sources.

Certainly other extended communities could be used for such a purpose.

Route distinguishers, when configured distinct per VRF in a network, already provide that behavior.
