In the Internet Draft repository.  That's the text in 7994 that I said 
wasn't as clear as it could be -- if you want the text version of your I-D 
paginated, xml2rfc can do that.

Again, we had a long process leading to these policies and I really do not 
think it is a good use of our time to reargue the details four years 
later.
