My memory of this discussion is vague at this far remove, but I believe the reason not to support page numbers in the tools is that they will be used as reference points, and this will create interop problems. This would be true even if the official copy doesn’t have page numbers: if there is a tool that produces page numbers, and it’s popular, people will use it and reference the page numbers. Worse, the page numbers will be different not only between PDF and text, but also between different page sizes—8 1/2x11 vs. A4, for instance.

I’m not defending this decision, but I think this was the thinking.
