Wifi to wifi tethering has been supported by many Android devices for years.

IIRC it cannot be disabled specifically by the enterprise: if the device is
in managed mode, the enterprise can disable all tethering, and if the
device is owned by the user, there is no way for the enterprise to disable
it. To me this is a clear example of how if networks insist on providing
only one address per device, the outcome will be NAT66 implementations in
those devices.
